Planning and compliance software for government, and the firms that contract with it.
Councils and agencies owe land use plans, compliance evidence, and statutory reports on a fixed cycle, and most of that work is document production rather than judgment. The same is true one level down: the planning firms, GIS consultancies, and engineering contractors that governments hire to actually produce that work carry the identical document burden. Nova builds the software that carries it, for either side of that contract. Our government product is NovaGovAI.
The problem
The deadline is statutory. The work is manual.
A land use plan, a compliance return, an annual assessment: the obligation is fixed in legislation, the format is prescribed, and the work of assembling it still runs on documents, spreadsheets, and institutional memory.
The cost is not only the hours. It is that the plan goes stale between updates, that the evidence for a decision is hard to reconstruct a year later, and that the people who know the area best spend their time formatting rather than planning. That is a software problem, and it is the one we build against.
What we build
What the software actually does.
Built around the instrument an agency is required to produce and the data it already holds. Philippine statutory work is named specifically because that is where the deepest work sits.
Land use plan drafting
AI produces the first draft of the document-heavy sections of a land use plan: land classification, zoning tables, hazard exposure, climate vulnerability, infrastructure. Formatted to the template the agency actually submits on, ready to review rather than to start from nothing.
Statutory compliance checks
Every section is cross-referenced against the governing requirements before submission rather than after it comes back. In the Philippines that means the Local Government Code (RA 7160), EO 72, and the DHSUD Enhanced CLUP Guidebook. The same check pattern maps onto any jurisdiction's planning instrument.
Hazard and geospatial data
Reads official hazard and geospatial layers and folds the exposure analysis into the assessment sections automatically. Built against MGB, PHIVOLCS, and PAGASA data for Philippine work, and designed to take equivalent national datasets elsewhere.
Compliance workflows
Routing, review, escalation, and sign-off for the internal processes a council has to evidence. Every step is written to an immutable audit trail, so what happened and who approved it is reconstructable later, which is usually the part that matters in a review.
Statutory reporting
The recurring reports a council owes upward are assembled from the data already in the system instead of being rebuilt by hand each cycle. Philippine work is built around the SGLG assessment (RA 11292); the pattern generalises to any mandated periodic return.
Citizen intake and case routing
Reports from residents arrive, get classified, and route to the responsible office with a service-level clock attached. This is the same intake layer behind Nova Citizen, our free citizen-facing app, and it is what makes the reporting above reflect real activity.

The process
How an engagement starts.
The first step costs nothing and produces something you keep. For a vendor at our stage that is the right order.
Requirements review, no charge. We map the instrument you are actually required to produce, the data you already hold, and where the time goes today. Thirty minutes, and you keep the write-up whether or not anything follows.
Scoped pilot against a real document. We build against one genuine workflow, on your templates and your data, with the success measures agreed in writing up front. You see it work on something real before there is a commitment.
Operate and maintain. Statutory requirements change and templates change with them. Systems ship with monitoring, and the compliance logic is updated when the underlying rules move, with priority support around submission deadlines.

NovaGovAI is pre-pilot. There are no signed government customers and no production deployments. Any figure you see from us is a modeled design target, demonstrated on synthetic data, and never a result from a live agency.
What does exist is built software and the team that built it. Zentarai Labs LLC runs engineering from the United States and the Philippines, and we run our own operations on the same architecture we sell.
We hold no ISO, SOC 2, or equivalent certification, and we do not claim to. The system is built to align with the evidence and audit requirements agencies face, which is a different and smaller statement.
If a proven track record with comparable agencies is a hard procurement requirement, we are not the right fit yet, and we would rather tell you now than take up your evaluation cycle.

- No. NovaGovAI is pre-pilot. There are no signed government customers and no production deployments, and we would rather say that plainly than have you find out later. What exists is built software, demonstrated on synthetic and modeled data, and an engineering team that has been working on this problem specifically. If a track record with comparable agencies is a hard requirement for your procurement, we are not the right fit yet.
- Which jurisdictions do you work in?
- The deepest statutory work is Philippine, built around RA 7160, EO 72, the DHSUD Enhanced CLUP Guidebook, and the SGLG assessment under RA 11292. Engineering runs from the United States and the Philippines. The underlying functions, land use planning, compliance evidence, and mandated periodic reporting, are common to local government generally, and we intend to supply the software to local and state government in Australia.
- How is compliance evidence handled?
- Every action in a workflow writes to an immutable audit trail, so a decision can be reconstructed afterwards with the sequence and the approver intact. To be precise about what that is and is not: it is an architecture built to align with the evidence requirements agencies face, not a certification. We hold no ISO, SOC 2, or equivalent certification and do not claim one.
- Can you work with the systems we already run?
- That is the normal case. Councils already hold their data in GIS platforms, records systems, and finance systems, and replacing those is rarely the thing worth doing. Nova is built to read from and write to what is already in place, so the integration surface is the starting point of scoping rather than an afterthought.
- How does an agency start?
- With the requirements review described above, which costs nothing and produces a written map of the instrument you owe, the data you hold, and where the effort currently goes. It is deliberately the smallest useful step, because a pre-pilot vendor should earn the next one.
