Under DHSUD MC 2025-018, a CLUP now runs a 12-year planning period with a required midterm review at year six, so the backlog below is not a one-time catch-up, it repeats on a schedule. The demand for consultants is steady, but a three-to-five-person firm cannot take on more ₱1M-plus mandates without more staff. That gap, between what a firm can win and what it can deliver, is where projects stall.

Visualisation, scenario modelling, a digital twin of a site or a district: people mean very different things by those words, anywhere from a 3D viewer you walk a council through to a model your team tests scenarios in. We will ask what it has to do, who has to use it, and what data already exists, then quote what it would cost and how long it would take. It is a paid build like any other software project, delivered to your practice for your engagements. We would rather scope it properly than agree on a call and find the gap later.
Common questions.
- How out of date are Philippine CLUPs, really?
- As of December 2023, 830 of the country's 1,515 LGUs, 55%, were working from an outdated CLUP (PIDS DP 2023-40). More recently, only 967 of 1,515 LGUs, 64%, were risk-informed as of January 2026, and DHSUD is targeting full coverage by 2028 under DO 2026-011.
- What does a CLUP consulting contract actually pay?
- Real awarded contracts we found on PhilGEPS range from about ₱500,000 for a fifth-class municipality's CLUP update to ₱15,000,000 for a full CDP-plus-ecological-profile engagement for a city. Scope drives the price far more than the LGU's income class does, so there is no single average worth quoting.
- Is there real price competition for CLUP contracts?
- Not much. The complete award pairs we could trace closed at close to 100% of the Approved Budget for the Contract, as single responsive bids. The ABC functions as the price, which is unusual for a competitively bid category.
- Does Nova replace an environmental planner?
- No. It automates the document-heavy phases of a CLUP, section drafting, hazard-data integration, and compliance cross-referencing against the DHSUD Enhanced CLUP Guidebook and EO 72, so your EnPs spend their time on the planning judgment a machine should not be making.
